The Gujarat High Court today asked the Nanavati-Mehta Commission, probing the 2002 Godhra train carnage and the subsequent riots in the state, to make it clear whether its observation that there was not enough ground to summon Chief Minister Narendra Modi and six others to examine their role in the riots, was final or a tentative one.
