Setelvad said that from Gujarat to Karnataka, Gopalganj and Bharatpur, all the incidents of riot proved that the police stance remains against Muslims. She observed that in all these riots, Muslims were first provoked then firing was resorted upon them and their properties were looted and put on fire.
